THE MOTHER OF ALL LAND SCANDALS -
NAJIB TRANSFERRED ALL MILITARY LAND TO 3 CRONIES
SYNOPSIS OF SCANDAL:
* All military land was ‘privatised’ , without any open tender , to 3 cronies , on a 40yr lease
* Cronies become middlemen for all massive land based deals , and projects, awarded to Chinese and Malaysian Companies
* Revaluation of Ex-military land results in huge profits , part of which will finally end up with 1MDB , or Ministry of Finance
* Swap arrangements between high value ex-military land ,with new lower value land elsewhere, resulting in hefty profits
* Ex-military land will be continuous source of money for Najib , via the 3 cronies.
* And ongoing identification of land based projects , including for commercial agriculture as announced by the Defence Minister , directly involving Ex military land.
NOW PLEASE READ ON....
Before the March 2008 PRU, Najib, as Deputy Prime Minister and Minister of Defence, transferred all land owned by the Ministry of Defence (MINDEF) to 3 Malay individuals.
One of them was his former staff in MINDEF.
This ‘PRIVATIZATION’ was a direct offer of the more than 40,000ha of ALL MINDEF land , including in Sabah and Sarawak.
There was no tender or option for quotation.
The land is then used in a variety of profitable transactions:
1. SELL/LEASE to third parties
2. AS A PART OF IDENTIFIED COMMERCIAL PROJECTS , with the value of the land being revalued to the much higher current market value.
3. ‘LAND SWAP’ ,where the original land (prime land in or near a city or town ) , is exchanged for land in outlying or rural areas ( of low value). The original military camp will be dismantled, and moved to a new location.
High value private projects will then be developed on the original camp land.
KUALA LUMPUR:
The TUDM Sungei Besi Air Base (238ha) was sold to 1MDB , at a ridiculous price of RM74.20 psf (Market value estimated then ,at RM500-RM1000psf), for the ‘Bandar Malaysia Project’ with a GDV of RM150 billion.
This project is part of the 1MDB 'Debt Rationalization' plan. The TUDM base, Army camp and Police Air Wing , have been relocated to several remote areas.
Lembaga Tabung Angkatan Tentera (LTAT) was awarded this RM2.1 billion relocation contract.
The relocation cost , which should have been fully borne by 1MDB, received financial assistance from the government.
The RM7.41 billion (60%) Bandar Malaysia contract , has been withdrawn from the Malaysia-China Consortium, IWH-CREC Sdn Bhd.
Their 10% upfront deposit of RM741 million , paid in December 2015, was most likely used to pay 1 MDB debt ,as part of its 'Debt Rationalization’ program.
By right ,1MDB should be the party returning the RM741 million ,to the IWH-CREC consortium, upon termination of the contract .
Instead, on the pretext that the project has now been taken over by the Ministry of Finance, this RM741 million was paid by the Ministry of Finance.
With a blink of an eye, A RM741 MILLION DEBT CHANGED HANDS FROM 1MDB ,TO THE GOVERNMENT (i.e.TAXPAYERS).
SARAWAK:
Najib’s close confidante, Bustari Yusof, was given Military land in the state , in exchange for building new Military Camps in different locations.
Not much is known about these land swap deals in Sarawak.
PENANG:
The TUDM Butterworth Base, deemed to be a 'National Strategic Defense Landmark', was taken over by TSR Capital (JV with LTAT and Bukit Timah SB) , through an ongoing agreement . It is earmarked for profitable conversion , into a Commercial Development Project , with a GDV of RM10 billion.
The TUDM Base was to be moved to Ara Kuda, near Tasek Glugor, in Penang ,at a cost of RM3 billion.
Following strong objections from various parties, including UMNO Pulau Pinang itself, the Penang State Government ,and local residents living around the base (who rely on business from the base for a living ) , the project was shelved.
Although TSR Capital had already informed KLSE , that they had been awarded the project, Najib called off the project , on the grounds that ‘more in-depth study' was required.
JOHOR:
Majidee Camp, located 4km from Johor Bharu, is the largest military camp in Johor.
It houses the elite Army’s Special Forces (Gerak Khas) , and the 7th Army Brigade . It is considered the 'Last Fortress of the Country’s Southern Defense.
It was also not spared from Najib's grand scheme.
In 2011 the land was taken over by Selia Pantai Sdn Bhd , to be developed into Southkey City, a commercial development of 133ha , with a GDV of RM13 billion.
Although this project is not yet finalized, half of the residents of Kem Majidee was transferred to Kluang, Gemenceh and Gemas.
The new camp in Banang, Batu Pahat, will be built at a cost of RM96.7 million.
The status of the project at the moment is unclear.
‘IDLE MILITARY LAND' TO BE USED FOR COMMERCIAL FARMING:
Former MINDEF land , now belonging to the 3 cronies, is also earmarked for commercial farming. Defense Minister Hishammuddin Tun Hussein made an announcement in May 2016 , that MINDEF will cooperate with Plantation Companies, and the Ministry of Agriculture , to commercially develop these so - called " idle military lands " , for large-scale agriculture projects , which he claimed was to " boost the country’s 'Food Security , and to be supposedly ‘in-line’ with MINDEF’s 'National Blue Ocean Strategy'.
These converted ex military land will, of course, be leased from the three cronies , who will reap the profits , from the plantation companies to be identified.
VETERAN HOSPITAL IN IPOH:
In February 2017, Defense Minister Hishammuddin Tun Hussein announced plans to build a Veterans Hospital , at a cost of RM600 million in Ipoh. This is a ‘Private-Public’ initiative between MINDEF ,and BP Healthcare.
Is this yet another project in Najib’s Privatization of Military Land programme that will result in huge profits from land revaluation by the 3 cronies ?
FACTS to remember:
There is just NO MORE LAND BELONGING TO MINDEF. It has ALL been transferred to the 3 Najib cronies for 40 years lease.
Some of these projects involving ‘land-swap’ deals , will involve ‘quid pro quo’ arrangements , with companies linked to massive contracts , already awarded to companies from China.
EAST COAST RAIL LINK (ECRL):
This 620km railway project was awarded to CCCC (China Communications Construction Company Ltd) from China.
Whilst Najib announced, during his last visit to China, that the project will cost RM55 billion, its real cost, according to analysts, will eventually exceed RM102 billion.
It will involve ‘acquisition’ of large tracts including Ex military land. This , again, presents an opportunity for more ‘quid pro quo’ arrangements.
The proceeds from this will certainly go towards repayment of the 1MDB debts and liabilities.
HIGH SPEED RAIL (HSR):
This KL-Singapore High Speed Railway Project, like the ECRL , will also involve large tracts of land . Some are part of the Ex military land , which present yet another opportunity for ‘quid pro quo’ arrangements.
Upward revaluation of ALL the Ex military land , will clearly benefit these 3 individuals , and eventually ,the Mastermind, Najib.
Some of the money generated , through ongoing swap arrangements, and projects involving sale or sublease of Ex military land , will certainly be used for 1MDB debt repayment. 1MDB will ultimately benefit from every land transaction involving the Ex military land.
Where will all this end?
The returns from these land deals might have been a part of the RM2.6 billion ‘personal donation’ to Najib, which he claimed was from an Arab Prince.
Imagine how much of the 40,000ha have been 'offered' for sale to private companies?
All three of these cronies, including Najib's former staff, have acquired the land for 40 years, of which 10 years have passed.
Imagine the 'payback' into Najib’s pockets ,for the next 30 years?
This has to be the height of money politics, oiled and greased ,by money obtained from transactions , which involve the blatant giving away ,of more than 40,000ha of valuable Military land , to 3 cronies .
They then become the intermediaries for ensuing negotiations , with the Companies undertaking various commercial projects ,on these prime parcels of Ex military land , all over Malaysia.
Imagine how much would have been collected over the last 10 years. Imagine how much will be collected lin the next 30 years.
With so much cash available to Najib, it is no surprise that so much ‘dedak’ is being distributed to all and sundry. All in the millions of ringgit.
The Rakyat must know that THERE IS NO MORE MILITARY LAND OWNED BY MINDEF.
EVERY INCH HAS BEEN GIVEN AWAY TO NAJIB’S 3 CRONIES.
QUESTIONS CAN BE ASKED :
Why was there a need to privatize ALL THE LAND, ALL AT ONCE , to the 3 cronies? The only answer has to be GREED FOR POWER , AND MONEY
Why not only have an open tender , each time a parcel of land is to be sold or leased? This will ensure transparency ,and get the best deal for the government? The only answer again has to be GREED FOR POWER AND MONEY
These 3 cronies, as ‘NEW OWNERS OF ALL THE NATION’S MILITARY LAND’ , for 40 years, now have the right to negotiate with interested parties , in lucrative land swap deals. Interested companies will now have to negotiate with these 3 cronies , on the terms.
ROLE OF CABINET :
Such an important Privatization Project , must have obtained Cabinet approval.
In 2008, the Cabinet was under the watch of PM Abdullah Badawi.
Before anyone seeks to classify all that have been stated , as 'Fake News', it is important to get the Cabinet Ministers ,who were present at that meeting in 2008 ,TO VERIFY THE TRUTH.Their attendance at the meeting can be easily ascertained.
They can confirm the existence of such a PROJECT PAPER by Najib , to privatize all military land nationwide, to the 3 individuals.
The paper was TABLED AND APPROVED BY THE CABINET in 2008.
The MINUTES OF THIS CABINET MEETING should be made public , and not be declared as yet another ‘Classified Document’ under the Official Secrets Act.
After all the projects are being implemented, and. already announced for implementation.
THERE ARE CERTAINLY NO SECRETS THERE .
The people have the right to know.
Surely the Rakyat must know who were these three individuals , who were awarded directly , this gigantic and profitable privatization project , without having to go through a tender process?
TO ALL THE MINISTERS who were present at that Cabinet meeting, please be reminded of your solemn 'Oath of Office ' .
THE MUSLIM MINISTERS RECITED THEIR OATH , with the opening words 'WALLAHI; WABILLAHI; WATALLAHI ... ' (IN THE NAME OF ALLAH..)
A DENIAL WILL BE CONSIDERED A BETRAYAL TO THE NATION AND THE RAKYAT.
THE GREATEST BETRAYAL IS TO THE SERVICEMEN ,AND VETERANS ,OF THE ARMED FORCES, DEFENDERS OF THE NATION AND PEOPLE..
ALL OF WHAT HAS BEEN STATED , WILL NEED TO BE THOROUGHLY INVESTIGATED , FOR THE SAKE OF OUR COUNTRY.
